Im selling on ebay. Theres sre some items sold last week and yet they are not delivered( use royal mail 2nd class for post) Some customers ask for refund and some ask for the items . So at thsi stage its really worrying to keep the ebay shop open or not. Because if this delivering delays customers are not happy and they tend to get the refund or asking for item again to post. This is totally fair from the buyers side. But the sellers are to loose the items and tthey got to refund the buyers as well when they didnot receive the items on time?

Ask them to Open an Ebay Item Not Received Case. That gives you another 7 days for the Item to be delivered. Add Tracking to the Case.

Opening a shop does not upgrade you to business seller, which you are.

And to add...paying Trading Standard fines will be much more costly....
