    <description>that's what the seller replied almost as soon as i'd paid. offered a refund or i could wait a non-specified time. must have been in poland when item listed as it was a buy it now.</description>

      <description>&lt;P&gt;Why does ebay report cancellations wrongly. Twice I have been reported as a buyer cancelling when in fact&lt;/P&gt;&lt;P&gt;case 1) seller had no paypal account&lt;/P&gt;&lt;P&gt;case 2) item in Poland and seller had no idea when it would be available in the uk&lt;/P&gt;</description>

      <description>&lt;P&gt;Cancelling is surely better than unpaid strikes?&lt;/P&gt;

&lt;P&gt;I am assuming that you paid and had a refund, although if seller had no paypal account they could not have listed in the first place.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Ebay doesn't report cancellations wrongly, they go by the reason given by the seller, if you are advised that a seller has canceled because they say youthe buyer requested it, but you didn't you should be able to decline the cancellation.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Ebay does not have a crystal ball, if seller who is the only person who can cancel, says it is at the sellers request, how are they expected to know any different?&lt;/P&gt;</description>

      <description>Thanks for your answers. Just to elucidate -&lt;BR /&gt;1) I won an auction. and clicked pay. No joy. After a while the seller reportedme as a non-payer even though I copied him and ebay confirmation from paypal thet he had no account with them.&lt;BR /&gt;2) supposed uk seller who said he'd sent the item (a watch) to Poland for repair and all international freight was now cancelled due to virus.</description>

      <description>&lt;P&gt;1] it depends on which eBay site they listed on - some don't require PayPal.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;2] If its the one you left non-positive feedback for it makes no sense as the seller and the item are listed as being in UK - so how could the item be stuck in Poland?&lt;/P&gt;

      <description>&lt;P&gt;Ebay doesn't&amp;nbsp; 'report cancellations', wrongly or otherwise. It is &lt;EM&gt;&lt;STRONG&gt;the seller&lt;/STRONG&gt; &lt;/EM&gt;who cancelled the transaction, and &lt;EM&gt;&lt;STRONG&gt;the seller&lt;/STRONG&gt; &lt;/EM&gt;who chose that option for the cancellation from the list shown to them.&amp;nbsp; It sounds as if the seller is waiting on stock from a supplier in Poland. Due to the current restrictions, it's not surprising that he has no idea when stock will arrive. However, he should not be listing items which are not available. He should have chosen 'out of stock', which is the true reason for the cancellation, but one which would not have credited the selling fee back to his Ebay account (which 'buyer requested' has done). So contact Ebay to let them know that the seller has defraduded them of their listing fee, by wrongly claiming 'buyer requested cancellation'.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Sellers cannot list without a Paypal account (unless they're in Germany, which is not the case here). It's absolutely impossible. Perhaps you could explain what made you think that...?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;a href="https://community.ebay.co.uk/t5/user/viewprofilepage/user-id/2669267"&gt;@jmarham&lt;/a&gt;&amp;nbsp;&lt;/P&gt;</description>

      <description>I chased the people at Paypal who eventually confirmed it. It happened to me once before but the seller realised he'd changed his email address.</description>
