P.S. The other solution I've seen is to keep using auto-relist but fill in Offers with a minimum value (knowing that eBay will turn on Offers anyway this protects you from the lowball ones.)

Why is the Ebay system randomly turning on the offers for an item that i had turned off, recently i got a lowball offer on an item that i know the offers were defiantly turned off, half my books i found that the offers were turned on by the Ebay system, this has been happening all the time i have been on ebay, if i don't want people to make an offer on my items then i decide, its irritating, and no i didnt click the button by mistake, this mostly happens after an item is automatically relisted.

eBay often adds Offers and Collection features when relisting. The only workaround I've read about on these Boards is to turn off automatic relisting.
