    <description>&lt;P&gt;As above I explained that I personally, as this is a tech issue, and no guarantee eBay will send the correct labels out to peeps,&amp;nbsp; then I would buy a new tracked label at the PO , manually enter the new tracking numbers, and the refund again as above,&amp;nbsp; will depend how the postage was originally listed,&amp;nbsp; that is,&amp;nbsp; seller pays or buyer pays,&amp;nbsp; as to who receives the refund for the unused label.&lt;/P&gt;
