&lt;P&gt;I don't understand. PayPal offers selected users the opportunity to pay by instalments, but this has nothing to do with eBay or the seller. If approved, PayPal pays the seller in the usual way and any repayment plan is between you and PayPal.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;I'm not aware of eBay offering any monthly payment system, but if so it wouldn't be arranged using&amp;nbsp;"contact seller". If you have been contacting sellers to ask about monthly payments this it could be another explanation for some having blocked you.&lt;/P&gt;</description>

      <description>&lt;P&gt;I have been blacklisted but have no idea why. Another blqacklisting was by E-bay about an item I had bought&amp;nbsp; &amp;nbsp; &amp;nbsp;on a managed payment through E-bay and Paypal but presumably no-one told E-bay. This has resulted in blackists which have stopped me being able to but from other sellers... Any help about who to contact which doesn't include being returned to 'Customer help' would be very welcome.&lt;/P&gt;</description>

      <description>&lt;P&gt;Have you got 2 or more unpaid item strikes against you?&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;If so, sellers usually set their buyer requirements to block buyers with 2 or more strikes.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Or does the message say something else when you try to bid/buy?&lt;/P&gt;</description>

      <description>&lt;P&gt;eBay does sometimes blacklist (or restrict) sellers from selling, but it is extremely rare for eBay to restrict buyers from buying. You would certainly have received probably multiple warnings first, and would have been informed of the reason.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;If you have been&amp;nbsp; "blacklisted" from buying this will be the result of sellers having blocked you from bidding. Sellers can block buyers for any reason, the most common being that the buyer has two non-payment strikes on their account. Or it could simply be because some sellers do not deliver to your region of UK - particularly if you live in a remote area to which couriers may impose a surcharge for delivering.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;A possible clue is that you were blocked "for an item you had already bought". You can't have been blocked by the seller, or you wouldn't have been able to buy it in the first place. This sounds more like an issue with PayPal or your payment provider?&lt;/P&gt;</description>

      <description>Yes, but both were arranged to be bought with monthly payments over 4 or 6&lt;BR /&gt;months (I am a very poor buyer). This was all arranged via E-bays '&lt;BR /&gt;contact the seller' system and with Paypal as well so am a bit miffed by&lt;BR /&gt;this.</description>
