Seller declined my winning bid

I was the highest and only bidder on an item. I sent the money and asked when I would be able to collect the item as it was local collection. The seller messaged me to say he was declining my winning bid as it was not high enough. Can he do this ? If not how do I report him to get help from ebay ?

but they cannot force a seller to sell to you.

Thank you, after a few messages back and forth the seller decided to do the right thing and honored my winning bid
