Blocked buyer creating multiple accounts

I blocked a buyer who was making really low offers on my items. They have since created new accounts and bought the same items which I have to keep cancelling as I foresee issues. I have now reported them four times for this and ebay are saying they are not violating any policies. I don't want them having my contact details or making claims against me but I have now had to put my account on Time Away as Ebay won't do anything and three cancelled orders in the space of an hour is bound to have a negative effect on me.

If you keep cancelling orders you will receive damaging defects on your account.

Personally, I would have just ignored those low offers, or better still set them for the lowest offer you were happy to receive, that would have made it impossible for the buyer to offer lower.

Maybe they desperately wanted the item seeing their offers were not being accepted bought it for the price listed, no real need to cancel there.

What was the item what was the price ?

So this person was sending private messages offering me less than a third if the price on bundles. I was saying no and they were persisting. I blocked them. They went on to created five additinnal accounts (all the same postcode) and made lots of low offers which I ignored or declined then attempted to buy different items. I contacted ebay around ten times asking for support but kept receiving standard responses.

From using other platforms I have bad experiences of users making extremely low offers then straight away trying to buy at full price then claiming the item is damaged or didn't arrive as they are annoyed.

This was several different items and persisted over two days.

What is the item and its value, they are trying to buy?

I see you are in the States, and asking this on the UK site, here, a buyer would not be able to get any email details to send Private messages it may be different in the States.

If not contact CS in the States again and explain this buyer is contacting you privately to make an off eBay sale, can they be warned / blocked from contacting you.

Thanks. I am not in the States. I am in the UK . When I say private messaging I meant direct messaging.

So a bundle of clothes which would have been £45 (plus postage etc). They were offering £15 and adking me to do something for them about postage. I have lowest offers set on my items and they were bypassing that by messaging me directly. I even politely asked them to stop and blocked. Minutes later a new account appeared. This wasn't just 15 minutes of silliness but was two days of messages and purchases one after the other and I was worried about the same today so have put my account on Time Away as it was getting too much yesterday. This wasn't a specific item but a number of items.

I suppose I am a little perplexed that ebay allows the blocking of a user to be bypassed by them creating new accounts one after the other. This isn't possible on other platforms as it gets picked up quite quickly particularly where the same address is used over and over. Surely as a seller I should be able to protect myself from someone who is displaying quite unsettling behaviour. I absolutely will not put myself in a position where they will then have my personal details.

Aaah , I just noticed that you're account is registered in the States.

I would then contact eBay here explain this buyer is making offers through Private messages looking like an off eBay sale. This is against the rules, so eBay should act.

They may, seeing your account is registered in the States direct you to CS there. As said, for an American account rules may be different, we as eBay members here, wouldn't know those rules in the States.

Contact CS if you wish to, with the link below and try at 8 a.m. as there's more chance of Dublin answering don't contact now as it will replied by automated bot responses.
