What we can do if we didnt received item after 2 months, seller didnt even send him, he is promising refound but he is not finnaly refounding money? Actually froud

It's not fraud, what has happened is unfortunately, you have not read eBay's 30 day MBG Money Back Guarantee policy which is written on every listing, describing your actions when you do not receive and item.

You have exceeded 30 days, so eBay cannot help you now.

You are in Croatia, so I do not know the process from claiming from your payment provider, but that is the way you should seek now, for your refund.
