I doubt it is worth reporting to ebay, you have+nomproof of sending so likewise you have no proof of delivery.

While it is a pain it is suggested that both sales should with buyers agreement be cancelled and relisted as one item. This can be inconvenient for buyer as depending on how paid refund of original payment can take some time. Worst is Credit card where it takes up to 30 days.

I sold two items, a pair of boots and a pair of shoes, to one buyer, and sent them both in the same parcel, which was delivered. The buyer is now claiming that he did not receive the shoes. I have tried the automated assistant, which is totally pointless, as it just keeps repeating that the buyer has not received them! Any ideas?

You cannot prove that the shoes were in the package.

The items were sold with Simple Delivery so I assume Ebay issued two separate labels, one for the shoes and one for the boots.

If you sent both items using one label, then the tracking will not show the shoes as delivered.

Without tracking proving delivery, Ebay will expect you to refund the buyer.

I can see how frustrating this is as you were probably trying to do the right thing by sending both items together, but you have left yourself vulnerable to this sort of claim.

You can report the buyer for abusing the Money Back Guarantee but you won't know if Ebay take any action and you will still be out of pocket for the shoes.
