If you received the item more than 30 days ago, you are outside the time allowed to return items through Ebay.

You could try your payment source if you are within 120 days, otherwise this is between you and the seller.

Nope eBay is not liable for this, they are a selling platform and not a / the seller. Their responsibility is to send those messages from the manufacturer to anyone who has bought said item.

If you are still within 30 days of the item's last estimated date for delivery you can open a case for item not as described for a full refund from the seller.

If this time has passed, try your payment provider for a refund.

Otherwise, if you wish, contact the manufacturer, ask what is best for you to do now with this item.

Personally, I would bin it.

It sounds as though eBay has passed on a safety recall notice about a fire risk with this product. Take it seriously! Only this morning a buyer posted about two electrical items bought on eBay, and both caught fire.

As has been said, eBay's liability is limited to their own 30 day money back guarantee. Once this has expired it's the seller's responsibility - if you can get them to take any interest!

If no reply from the seller, you can try the manufacturer. If still no response, just bin it. This happens so often. You accepted the user agreement, which warns buyers that eBay doesn't guarantee that items sold here will be truthfully described, safe or even legal. Would you have bought from a shop that said this? Something to think about!
