If sold under Simple delivery, ebay refund buyer & you keep the money.

So you are not due a refund, ebay is, but they won't persue it.

I am a seller. I posted an item which appeared to get lost and Ebay have refunded the customer accordingly. I have now discovered on Evri that the parcel was delivered to the customer on 24th Feb. Can the money be re-imbursed back to me?

Ebay must be losing a lot of money due to this.

But then, they charge buyers BPF, which probably covers it.
