Seller fraud

Seller is committing fraud. He has changed username and continues to be allowed to sell.
Is sending empty envelopes instead of item. Then continues to promise to send actual item but never does.

Why is eBay allowing fraudulent sellers to keep committing fraud?
There is no option for customers to get a refund and buyers definitely do not shop with confidence when eBay allows this to happen.

The only way eBay is notified and can act is if buyers follow the rules.

That is if you do not receive an item you open a case for item not received, if too many of these cases are made, eBay take note, place defects on the seller's account, and it soon brings them Below Standard for selling and they get banned from eBay.

Frauds like this only work when buyers never bother to read the money back guarantee, a link to this is on every listing.

Opening not received cases and leaving negative feedback and low star ratings and sellers would soon be removed.

It takes some believing that this is even a fraud, as there cannot be many members who do not know how go get a refund.

If the seller sends an empty envelope then you need to open a returns case within 30 days of receipt and return the envelope. You have received something just not what you ordered.

The reason they send an empty, tracked envelope, is so that you will lose a case for item not received.

Just to add to the advice given:

If the seller sends an empty envelope, tracking will show that you have received a package from them so an 'item not received' claim would fail.

If this happens, you need to open a return case using an appropriate reason - item not as described' or 'item missing'.

The seller may promise to send the correct item.

If it doesn't arrive promptly, you can go back to the open case and either return the empty envelope if the seller has provided a label, or ask Ebay to step in.
