    <description>&lt;P&gt;Nope,&amp;nbsp; you cannot refuse the parcel when it arrives,&amp;nbsp; if you do,&amp;nbsp; you lose all buyer protection for any refund.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;A buyer can ask for an item to be cancelled but a seller does not have to agree, so if they have a Returns Accepted policy you can return it for a refund,&amp;nbsp; but yes,&amp;nbsp; you do have to pay for the return postage.&lt;/P&gt;
