&lt;P&gt;Correct. When payment in cash on collection was allowed some sellers took this as a chance to sell the item to the buyer privately. They then invented a reason to cancel the eBay sale, evading payment of eBy's fees.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Unsurprisingly, contact details now can't be provided until the item has been bought and paid for through eBay's checkout. (This doesn't apply to business sellers, who are required by law to state their trading address, or to the the sale of motor vehicles.)&lt;/P&gt;</description>
