&lt;P&gt;"London based seller" is a bit confusing. What counts is where the seller is registered with eBay. Many sellers registered in China have a base of some sort in London, which allows them to list items as UK stock.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;As regards returns, if an item is listed as UK stock, the seller must provide a UK address for returns. If items were located in China, the seller can require them to be returned to China.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;In either case, bear in mind that if the seller is registered in China they are effectively beyond UK law. Items may not comply with UK safety requirements and buyers are unlikely to have any meaningful or enforceable UK statutory consumer rights.&lt;/P&gt;</description>
