    <description>I've lodged complain with paypal but they still say i must claim through ebay, ebay won't allow me to claim because (false) tracking was uploaded....going round in circles</description>

      <description>&lt;P&gt;Anyone else having problems with tracking scams? If seller up loads tracking the buyer can no longer claim non-delivery of item, so sellers are posting items to their own or friends addresses not to the buyers address ...I live in essex and item was tracked to scotland...never been to scotland in my life but ebay satisfied its delivered!! ...not to me it wasn't...paypal claims send you back to ebay...&lt;/P&gt;&lt;P&gt;if delivery has gone elsewhere then ebay wont let you claim non delivery....total scam&lt;/P&gt;</description>

      <description>&lt;P&gt;I don't know whether&amp;nbsp;sellers are exploiting this, but the current wording of eBay's money back guarantee policy is deeply worrying.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Sellers are required to provide tracking proof of delivery to the buyer's address. But this proof is defined as&lt;EM&gt; "showing at least the city/county or postcode (or international equivalent) that matches the one found on the 'Order details' page"&lt;/EM&gt;.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;We have already had one buyer complain that eBay allegedly refused their claim for non-receipt because the tracking confirmed delivery to an address in the buyer's postcode area.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;From eBay's policy above, it looks as though they may even accept delivery to any address in the same town or county!!&lt;/P&gt;

&lt;P&gt;As a regulated financial service provider Paypal are required to ensure that tracking is to the address supplied with the payment.......theu do investigate&lt;/P&gt;</description>

&lt;P&gt;Phone PayPal and open an item not received dispute.&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Explain what's happened with the tracking number and ask them to check it whilst you're on the phone to them.&lt;/P&gt;</description>
