Item listed at £199 with best offers - Ebayer click to buy at £125 best offer - at pickup Ebayer refused to pay the agreed £125 - wanted discount for petrol money - finally agreed to pay £115 - how do I adjust Ebay invoice and associated commision to reflect amount actually paid?

Do you mean the TV auction £99 and you wanted £125

If you wanted £125 then that is what you should have started the item at

the bids started at £99 which was the price you put on the item

Your bidder won that item fair and square

If you had auction with buy it now then the buy it now disappears as soon as someone bids

You had the screen on previously at £199 twice but it did not sell

You don't. EBay doesn't reduce it's fees if you subsequently agree to accept a lower price.

Hmmm - but suppose the buyer started a return - demanding a refund at the 'best offer', but they underpaid by £10, where do I stand?

You can not change the price of the item once the buyer has bought it on ebay.

If he bought it at £125 then you pay the fees on that amount.

OK, Suppose I consider payment has not been completed - I've only received part payment of the hammer price - the buyer under paid by £10, the buyer still owes me £10 - I can open a non payment case for the £10 balance

You agreed to the discount with the buyer or you would not have allowed them to pay and take it away.
You did not have to do that and if the buyer disagreed with the price you could have refused to sell it and then opened a non payment dispute.
You can not /should not open a dispute for non payment when you have been paid.
That would be dishonest
You would have to open a non payment for the full amount of nothing at all.
