    <description>&lt;P&gt;The only way to deal with non payers on&amp;nbsp; eBay,&amp;nbsp; is to open unpaid item cases,&amp;nbsp; close them after 5 days,&amp;nbsp; your sellers fees are refunded,&amp;nbsp; the buyer gets a non payment strike,&amp;nbsp; only then should you relist the item.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Two non payment strikes,&amp;nbsp; and they will not be able to buy from the majority of sellers on eBay, and a&amp;nbsp; build up of non payment strikes will eventually get them booted off the site.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Unfortuantely wrecking your auction,&amp;nbsp; you will still have to pay the £10 listing fee for the vehicle,&amp;nbsp; and it is payable again,&amp;nbsp; if you wish to relist.&lt;/P&gt;

      <description>&lt;P&gt;If his feedback says he has done it a lot, then there must be lots of stupid sellers who think that leaving false positive feedback and losing their seller fees,and adding a&amp;nbsp; nice positive to his feedback score, &amp;nbsp; is better than taking the correct steps to get him banned from bidding.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Open an unpaid item dispute in the resolution centre.&amp;nbsp; Go back and close it after 4 complete days.&amp;nbsp; Your selling fee will be refunded and the buyer will get a non payment strike.&amp;nbsp; He is only allowed one.&amp;nbsp; If he already has one, or gets another he wll be banned from bidding for 12 months.&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;If those other sellers had done this, he would not have been able to bid on your item in the first place.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Unfortunately, the £10 listing fee and any upgrades you may have used are non refundable. Add his ID to your personal blocked bidder list.&lt;/P&gt;</description>
