If an item is collection only, how do you send your details to the prospective buyer without E bay getting het up?

Makes no difference if it is collection only or a postage item the same applies

The buyer buys the item on ebay and then you can exchange contact details and not before they have bought.

The item comes off as Sold and ebay get their final value fees

Ebay are taking strong steps to stop off ebay sales

If you have tried to exchange any contact details with another member before buying the item then ebay will restrict or suspend you.

They sent an email to all members on 22^nd Sept Changes to the user agreement

It will be in your ebay Messages tab on your My ebay for you to read
