Best offer problem with seller

Wondering if anyone can help with this please? I put in a "best offer" on an item which was listed at £22.32 PLUS £4.99 post and packing, my offer was a straight £22.00 and in the terms box I wrote: £22.00 with free post and packing. The seller accepted my offer but when I tried to pay at the check out I'm asked to pay the £22.00 PLUS £4.99 for the p&p, I've tried to contact the seller to ask why I'm still be asked to pay p&p when I specifically said that my offer was free p&p but the seller hasn't responded, what do I do about it? Has anyone had the same problem and how did you get around/resolve it?

you are not allowed to specify free postage when making an offer,

you are supposed to reduce your offer by the postage amount,

you made a mistake

you need to apologise to the seller and ask them to cancel the sale,

if they are a private seller they don't have to agree and if you don't pay they can complete a non payment case against you.
