Top Rated seller with Restrictions??

Ok, This is really confusing me and I hope someone can clarify for me. The person I chatted with clearly had no clue. I have been on selling restrictions because:

Your seller performance status is Below Standard in the United States, and Germany, Austria and Switzerland programmes.

2. The recent increase in low detailed seller ratings (of 1 and 2 stars) with buyers outside your domestic market indicates a fall in customer satisfaction. Until your seller performance improves, you won't be able to sell to buyers outside of your domestic market.

Fair enough. This was nearly 2 years ago, I first got banned from selling internationally, and got the number of UK listings limited. However, I have since worked hard and reduced my transaction defects to 1.51% after nearly 2 years. In fact, I have been returned to Top Rated Seller. So the problem? I am still restricted in the number of items I can list. Reason?

"Because you're currently not meeting our seller performance standards, we've limited your selling activity to 655 items per month. You may be eligible for higher selling limits once you improve your seller performance, although please be aware that your limits can't be increased while you're below standard."

When I ask to get an increased number of listings, I get the message in 1 and 2 above.

Yet, I have been exceptionally careful in the past 2 years. I have not been able to send things abroad, nor do I wish to (it was a serries of international scams that caused the issue in the first place.).

So, I have a 1.51% defect rate, I am a TRS. Yet, I still have this limits. I thought that perhaps i need to check my international records. But nope. None, as I have not sold internationally for about 2 years. So, what am I doing wrong?? Can you help?? Advise? It is driving me crazy. Only serious answers please, No offense meant. Thanks.

You may have to keep trying until you get to speak to someone who understands, and that may be difficult. You may have a better chance if you can get Dublin rather than the Phillipines, and some have said that early morning is the best time.

It seems absurd that you are still restricted.
