&lt;P&gt;You will not qualify for any promotional listings or at least you should not...as you are currently trading in breach of eBay rules &amp;amp; HMRC regulations as an unregistered business seller.......&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Not receiving promotions may be the least of your worries when eBay pass on the details of unregistered business sellers to HMRC as they have promised to do !!&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;In addition the final value fees are charged on postage due to dodgy sellers listing items cheaply with inflated P&amp;amp;P to avoid fees..you cannot do as you suggest as depending on where a seller lives, sales volumes etc the costs of packaging can vary wildly !!&amp;nbsp; Where I live a singly padded bag can cost between £0.70 &amp;amp; £1.50 .......while out of the village I can get 5 of the largest size for £1...and if I bought in bulk I could probably get them cheaper......just like brown paper....I would pay £1 a sheet locally but could get 10 metres for £1 out of the village&lt;/P&gt;

&lt;P&gt;eBay would prefer all sellers to use inclusive (free P&amp;amp;P)&lt;/P&gt;

      <description>&lt;P&gt;I'm a reliable seller on eBay with a 100% feedback rating and I provide a high standard of service to my customers. However, I seem to get nothing back in return from eBay and have never recieved an offer with regard to Final Value Fees. Some of my counterparts are enjoying a £1 Final Value Fee at the moment and again, I don't qualify. I would be very grateful if I could recieve such offers occasionally as I seem to be the only one that never receives these.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;My main complaint however, is why is there a Final Value Fee on postage? This is very unfair as I charge less than the actual cost of postage and packing materials and losing another 10% is a rip-off in my opinion.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Why not just make sure that sellers only charge actual postage plus a "token amount" for box and bubble-wrap?&lt;/P&gt;</description>
