The seller certainly has a less than 'adequate' history, but you can't report them for that. You need to open a case via the resolution centre, as the item that was sent (the wrong item) isn't as described.

the time to read a sellers feedback is BEFORE you purchase, that is what it is for, to warn you about a seller so you can decide whether to risk buying from them!

as you have received an item that isn't as described you need to go to the Resolution Centre and open a not as described case
