You need to sign out of UK & back in to ebay.com as you are registered in Turkey.

Then search Business policy from there.

UK Registered/Shipping from Manchester /Based in Turkey ? > something in that setup is not accepted ? > without a valid UK Address, Postcode, Telephone # and Banking details ... you are likely to have problems with that Business / Managed Payments setup in the UK site.

As advised, consider transferring to, or opening an account in Turkey or the Global/International > ebay.com < site with US $$ payments.
