    <description>&lt;P&gt;&lt;EM&gt;8 items shown as purchased against his acccount he is claiming he did not receive any of them.&lt;/EM&gt;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;EBay actually gives sellers good support where they can prove an item was correctly delivered. Provided the sellers sent these items tracked, and uploaded the tracking numbers, eBay will have found in the seller's favour, and rejected the buyer's claims. They will even have blocked the buyers from leaving negative feedback.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Claims for item not as described are another matter altogether. Here, eBay's policy of giving the buyer the benefit of any doubt makes it almost a foregone conclusion that the seller&amp;nbsp;will be required to refund them. In this respect, there is no dount that eBay is seriously biased in favour of the buyer. But fair or otherwise, we have all accepted this policy in the user agreement, and the risks that come with it.&lt;/P&gt;

      <title>Fraud on eBay ie Item Not Received and Not as Described</title>

      <description>&lt;P&gt;We are getting an unsally high number of claims recently for Item Not Received and Item not as described. These claims are coming from buyers whose account has in most cases not been used for a year or more and has come back to life in the last month.&lt;/P&gt;&lt;P&gt;On checking the feedback of one of these so called buyers I see that the last 8 items shown as purchased against his acccount he is claiming he did not receive any of them.&lt;/P&gt;&lt;P&gt;eBay seems disinterested in this. Obviously as sellers we are not important to them.&lt;/P&gt;</description>

      <description>&lt;P&gt;It is up to sellers to make sure they send eiter tracked or if a packet with Royal MAil the receipt has a 16 digit code which acts as tracked&lt;/P&gt;
&lt;P&gt;You make sure that is on the items as soon as you post them&lt;/P&gt;
&lt;P&gt;If they say delivered then ebay go with the seller if they dont say delivered they go with the buyer&lt;/P&gt;
&lt;P&gt;If they dont say delivered then the seller refunds and I am sure Royal MAil and couriers will keep records of excessive claims from properties they used to. They would be checking for fraud.&lt;/P&gt;
&lt;P&gt;Items not as described can be a problem but we all get them and have to deal with it&lt;/P&gt;</description>

      <description>&lt;P&gt;Adding to Redwick's advice, ebay do flag up members who make excessive claims on the money back guarantee, and will put a stop to that member's ability to use it. No one knows how many claims is too many claims though.&lt;/P&gt;</description>
