Refunding Overpayment of Postage

Please can someone explain how I arrange to arrange to refund some postage when a person has paid full amount for two items and combined postage will cost less.
I have been in touch with eBay via chat and they referred me to my Seller Hub but I still can find no way of doing it.
It was so much easier when payment was made via Paypal!

Find the order in seller hub, you’ll see ‘start refund’ on the dropdown menu
Enter the reason you’re processing the refund
Set the amount of money you’re refunding.
Once the right amount is entered, hit ‘send refund’ and you’re done
You’ll then see the amount you refunded show up on the order details.
