    <description>&lt;P&gt;If you look at your account it should show you are in credit, unless there is money owing for the present month.&amp;nbsp;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;When you receive an invoice you get about 2 weeks before ebay collect the money but it is all set up beforehand. By paying manually you have duplicated the payment and have in effect paid in advance for some or all of the present months fees.&lt;/P&gt;
&lt;P&gt;Unless you are in CREDIT then I doubt ebay would refund. It is up to you to see that fees are paid on time.&lt;/P&gt;</description>
