Why is the standard 4-month 0% terms on PayPal Credit missing through some sellers?

I've gotten a lot of mileage out of PayPal Credit's typical 0% for 4-month terms on items over £99, but I'm finding that the option is available less often, and I'm being diverted to interest-bearing options instead. Doesn't seem to be consistent though - why is this happeneing? I don't think it's particularly great for it to be a dice roll as to what payment options are available to you, if indeed that's what's happening.

(EDIT: Actually, never mind - turns out the option is there, just buried in the regular PayPal checkout, rather than under the PayPal Credit option within eBay's checkout. They really, really want you to give up and either settle for or mistakenly choose those interest-bearing options, though!)

Paypal is in it to make money, they make the rules and make offers on the listings not based on who the buyer is.

I would imagine that it is an expensive way to borrow money. 0% doesn't mean cheap, they make up for it in the later terms.
