    <description>&lt;P&gt;If it's within 30 days of delivery date go to More Actions, far right of item on your My eBay Purchase History page, select the relevant case and escalate after 3 working days.&lt;/P&gt;
&lt;P&gt;&lt;BR /&gt;If it's after 30 days it's too late for eBay but if it's less than 180 days since payment you can still open a case with Paypal.&amp;nbsp; Here's a direct link:&lt;/P&gt;

      <description>&lt;P&gt;Hi&lt;/P&gt;
&lt;P&gt;I have bought a&amp;nbsp;&lt;SPAN class="ng-binding ng-scope"&gt;receiver that was not in order so the seller promised to send me a new one, which has not arrived. I therefor asked for shipping details, which they are not responding on, I have thereafer asked them to send me a refund , still they are avoiding to send me an answer or feed back, can you please help?&lt;/SPAN&gt;&lt;/P&gt;</description>
