Buyer cant place a bid

I have an item for sale . I have been contacted by a buyer, that he cant place a bid . I have 6 people watching the item , which is due to finish at the weekend .
No one else has said they have had a problem.
I have 100% feedback, been on Ebay for 6 years. Listing went on ok.
I went on the Ebay help page , and it says it be be problems with restrictions on the buyer ?
Can anyone assist please

Put their ID on your exemption list to remove any general blocks:
