      <description>&lt;P&gt;I've had two buying issues recently and I need ebay help because neither case is straightforward&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Have ebay shut down the telephone help line?&amp;nbsp;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;It seems to me that ebay are letting the scammers have free range and are not giving the buyers the help they need.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>

      <description>I wish it were that simple. In one case the seller sent only part of the order, offered to send the rest, didn't and has now issued a returns label. If I send back the part order he sent me the odds are he'll accuse me of only sending half back and refuse to refund me. I need an ebay agent to read the correspondence between the seller and me.&lt;BR /&gt;</description>

      <description>he can't refuse to refund you, and if he does that is the time to involve ebay,&lt;BR /&gt;&lt;BR /&gt;&lt;BR /&gt;you have your return label, send the item back for your refund</description>
