&lt;P&gt;What is the latest estimated day of delivery on the listing&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/P&gt;

&lt;P&gt;then you can open a &amp;nbsp;not recieved dispute one day after the latest estimated day of delivery on the listing.&lt;/P&gt;
&lt;P&gt;You can do that at the bottom of the page under Resolution Centre&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Escalate it too ebay after 8 full days&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;You have 30 days from &amp;nbsp;the latest estimated day of delivery on the item description to open a dispute&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;You are also covered by the paypal money back gurantee so if you fail for any reason on ebay then open a dispute in papal&lt;/P&gt;
&lt;P&gt;You have 180 days to open the dispute on paypal&lt;/P&gt;
&lt;P&gt;Open the dispute and escalate it as soon as you can but within 20 days&lt;/P&gt;</description>

      <title>Seller won't dispatch without extra payment</title>

      <description>&lt;P&gt;Bid on an item, won it.&lt;/P&gt;&lt;P&gt;Postage price was listed on the original listing.&lt;/P&gt;&lt;P&gt;seller marked items as dispatched so it show as "on its way".&lt;/P&gt;&lt;P&gt;but then contacted me to say they would not send it until I paid further postage as "it had gone up because of coronavirus".&lt;/P&gt;&lt;P&gt;Asked if I wanted to cancel &amp;amp; get refund or pay the extra .&lt;/P&gt;&lt;P&gt;told 'em i wanted refund.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;no refund yet, no further communication.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;there's no apparent route through the resolution centre as it's marked as dispatched.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;don't ebay rules require sellers to commit to the original price &amp;amp; delivery cost in the same way as buyers?&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>
