I am ordered item few months ago, firstly seller whrote will send again but I need wait again 30 days, but I still didn't got my item, on Janvary I am asked refund, till this time Seller found reason In order not to return the money.

okay, you should have opened a case instead of waiting 30 days,

you are out of time to do anything through ebay,

you need to log into your paypal account and open a case there instead,

do not allow it to time out

you are out of time to action a case through ebay, you need to open a case in paypal

Item not received ... you have 180 days from purchase to open a PayPal case ... escalate the case within 2 to 20 days and continue to completion >
