It is often randomly, and offered randomly to sellers.

Always check your promotional offer section on your homepage for them, as sometimes there is no accompanying notification by email.

No one know when or if there is a promotion.

Not everyone gets them anyway

If ebay told us when they would be then no one would list

Is Random. Has appeared a couple of times this year. Not everyone is offered it everytime though.

They tend to come along every 2 weeks, sometimes for 2 days (Sunday/Monday) sometimes 4 days (Friday - Monday).

You won't always receive an email from ebay to let you know about the offer, sometimes it will just appear in the promotional offers section of My Ebay.

If you have had them in the past it doesn't become very difficult to predict.

Generally about every two weeks but as not everyone gets them it may be longer. Offers come via Messages and Email so no real excuse for missing them.

There is usually one around paydays,then the odd one inbetween,but there never advertised in advance
