    <description>&lt;P&gt;I did ask in the weekly chat that if the buyer doesn't pay for an item owing to tariff costs, can the transaction be simply cancelled? The reply was that if they don't pay, "they generally will not receive their item" &amp;amp; that "eBay Money Back Guarantee does not apply when the buyer refuses to pay required import charges". I'm struggling to see a situation where a seller would despatch an item when those costs have not been paid...&lt;/P&gt;</description>
