    <description>&lt;P&gt;Yes, you've got it. At the moment Seller offers do &lt;EM&gt;not&lt;/EM&gt; include BPF (if you offer £200 you get £200) but Buyer offers &lt;EM&gt;do&lt;/EM&gt; include it (so you get the offer minus BPF). This makes it tempting for Sellers to make counter-offers with just a slight increase to avoid paying the Buyer's BPF for them.&lt;/P&gt;</description>
