It could be that my account has different options available <I'm a private seller> at the moment as Ebay seem to be changing things constantly, so if you can't see the page as I show above after following the details below then I can't help further I'm afraid.

Maybe someone else will know more?

When you create a new listing, or edit an existing one, it’s under ‘Delivery details - Click on ‘Postage only’ 'Simple Delivery’ & you should get the option to either click on ‘buyer pays’ or ‘seller pays’

Or, if you scroll back up a little to ‘Simple delivery’ again, just under that there is a link ‘Switch to advanced options’.

If you click that you can tick the ‘free postage’ box.

I would also check the help page on Ebay on how to check the postage method selected, & the cost, as you would want to to check that the buyer can not choose an expensive option like special delivery etc.:

https://www.ebay.co.uk/help/selling/posting-items/setting-postage-options/simple-delivery?id=5575
