He should have rang the local town hall or council...The Sale of Goods Act 1979 gives consumers legal rights, stipulating goods which are sold must be of satisfactory quality, be fit for purpose and must match the seller's description.

Pity he hadn't paid his money, because he would have probably taken her to the small claims court, now that would have been interesting when the judge read the case

some people are genuinly unbelievable when they are convinced they have done nothing wrong, but believe they have been wronged
