I just tried leaving feedback for the most recent item I bought on eBay (I haven't used eBay for about a year). I wrote something in the "Tell us more about this item" box, and rated the item description and despatch time at 5 stars each, but it wouldn't let me click the grey "Leave Feedback" button. I tried using a different browser, but the same thing happened. I just realised what I was doing wrong. The "Positive" box at the top looks like it is pre-selected, but you still have to click on it.
