I'm getting this message on nearly every item I try to buy, even on UK items, I have checked with sellers and others dont have an issue and the items can be purchased from a different family members account account without issue, location is not blocked and I have reset site and chrome setting. Just spent a week trying to work out why I cannot make purchases of a particular product from any supplier in the UK where as my Customers can make the purchase for me.
Thankfully I was just able to chat with Avi in customer support and between us we managed to detect the problem.
I was trying to purchase some CCTV cable and searched for 'RJ59+2 Shotgun Coax cable'. I was able to find many suppliers but as soon as I hit 'Buy this Item', it skipped the payment page and when to the error shown in the title.
Turns out that because you cannot buy a Shotgun in the UK via Ebay, my account is blocked on word association for any product search containing the word 'Shotgun'. My customer was able to make the purchase because I only sent them the sellers product code to search on.
I can purchase other products so, thankfully my account is not completely blocked but, we cannot find out how to remove the word association with Shotgun to correct it. Forget resetting your Browser, it will just give you further issues with other websites, you will notice it will not work on your mobile phone either which endorses why resetting browser does not fix it. Your account is now blocked for the word that you just happened to search with which, is not liked in the UK.
I am guessing that if you were trying to buy Bike parts then, there was every chance that you may have hit on a word that is going to get you blocked.
Whilst this will not fix your problem, I hope others can relate to this and find a work around.

I cannot bid on any Garmin watches or associated parts, straps, etc. Today I have purchased a speaker and can bid on other watches, e.g. Samsung, also other expensive items over £500. So for me it's just Garmin items. I've seen other people having problems buying Garmin devices in this thread. I've bought many Garmin devices from this account over the years.
I've spoken to a very helpful person in eBay support but they couldn't help. They've passed my issue on to 'their IP team', whatever that means.
I have tried everything suggested here, cleared cache, logged out of all devices, switched off VPNs, Phone/Tablet/PC, nothing makes a difference. I guess eBay will be losing sales from me from now on. Very disappointing.

eBay have agreed that there's an intermittent bug to do with addresses.
eBay further explain that a delivery address must not exceed 39 characters including spaces on any line. Even if your address doesn't exceed that try shifting the format around, such as moving just the road name to the second line, then save as a "new address".
May be worth trying the above see if that helps. 🤔

As I'm just blocked for all Garmin items it makes me suspect something else is going on. Like I said, yesterday I was able to buy a speaker (BIN) and sell two items, without a glitch. So my account is still functional.
The lady in support did say that she could see that my account had been used in Germany. That's odd as I haven't been there for years and I wouldn't set my VPN to Germany. BTW, I've signed out of my VPN, have deleted all the apps from my mobile devices, removed all trusted devices, deleted any old delivery addresses, removed old payment details, etc. etc.
What's extra frustrating is that eBay have sent me £50 voucher that I need to use by the 16th. I can't use it on a guest account or another account. My girlfriend can bid on the item just fine btw, same Wifi, same location just a different account, though the discount voucher won't work on her account. Typical!

·3 months agoIf they have agreed there's a bug, why don't they fix it? It's not like they are doing particularly well at present, so any business should be welcome. The truth is they and the majority of online platforms have outsourced their customer service to AI and while they may agree with you, "they" aren't real people. I loathe AI and the lemmings who keep leaning on it like it's a great thing deserve all the disservice they get. Pity the rest of us are caught in it too.

·4 months agoThis issue went away for me a month or so back after calling eBay who raised a ticket but now SELLING an item today and making a counter offer it's reappeared so I've rung to raise another ticket. Happening for me with anything that is "SRAM" (a bike component company for those not aware).

My main account is now able to buy GPUs. I'm not sure how it happened; it just took some time, maybe around three months. I didn't do anything; I had just given up. But now it's working.
Previously, I called eBay, and an agent told me they'd send a ticket to their back office. This was for my other account. For my main account, I asked them, but they said they couldn't do anything and suggested I check out as a guest.
Anyway, eBay has some issues to sort out. I'm happy I got mine sorted. Hopefully, others will too.

·4 months agoBeen an ebay customer over 20 years with an account in good standing. Started seeing this issue "Unfortunately....location" in auctions and buy it now items. Ebay customer service is *bleep* - no help at all. I really believe this is a bug in ebay. Went as far as try diff't browsers, turning VPN off/on, adding payment method, using ebay app on phone, nothing worked. With auctions, you can't bid as a guest. Terrible experience in ebay. I'm in New Jersey, USA. Items that had these issues were also in the US from reputable sellers. It's an ebay issue!

·6 months agoLikewise, I'm encountering this with all SRAM bicycle components when trying to buy or bid. Have tweaked and checked different UK addresses and still get the same issue. Only thing that works is checking out as a guest but I don't want to do that.

·6 months agoIts amazing isn't it, they say they can't do anything, yet obviously they can, some times, when they can be bothered. Quite a sad reflection on customer engagement and support, consistency and effectiveness.
For anyone that this get fixed for just count yourself/account lucky, as for others caught in the problem, I suggest just keep engaging with 'support' and point them to threads like this, it is not unique to your account, it is some ebay back end issue that they aren't opening up to / being honest about. }:-(

·6 months agoImma comment again so this gets traction. Yes my account still has the same error. My other account got fixed when an agent sent a ticket to their back office to fix something. When i called for my main account, the agent just told me they cant fix it and just use another account or checkout as guest. How can i bid or make an offer as a guest?? Useless.

·8 months agoI'm also having the same issue which started a while ago and seemed to correct itself. I contacted ebay and received the following response back in October and needless to say I haven't hear a thing since - driving me crazy too!

·9 months agoMy mum is experiencing this exact issue and has been for months. We are based in the UK and are buying from the UK. She mainly buys Vitamins and health supplements. I've been on the phone to eBay customer support 4 times and every time we get asked to use guest checkout. What the hell is going on???

·9 months agoI have used the guest checkout to successfully purchase a 30cm cable for £5 which was located about 35 miles from me however Ebay support said that particular listing is not available to me as not in same location.
its utter nonsense and I replied to the support message I received and heard nothing back.
Something is going on as I can buy random items still too, just not all. 25 years of buying and never an issue until September 28th. Bit strange isnt it.
my location is set to UK, my payment cards are verified yet I cant buy every time in UK.
just dont bother trying to fix settings what not. , Im sure its not your end.
ebay ssid there was a buying cap in my account but now apparently there isn't ! I don't think they know themselves.
i will probably just give up in the end and close my account. I wonder if starting a new account might fix it but I will lose 4500 pos feedback 100%, never received a neg in 25 years or so but hey, no loss to Ebay is it.

You say that you can make some purchases, but not others. Use your current account for the purchases you can make, then purchase as a guest or use a new account for purchases you cannot make with this account.
You only "lose" your feedback if you close your account.

·9 months agoUpdate: I spent 2 hours on the phone yesterday going around in circles. IT emailed me last week to say it's not a site or app issue but a block on my account.
It appears after 25 years of buying on Ebay I have a spending cap that needs to be increased, lol. All since September 28th. I'm now waiting for another reply informing me the block has been removed/changed.
I will update here if anything changes.

Some things to try:
If they are using the app, try instead with a PC/MAC web browser.
Turn off anything like VPN.
Try buying as a guest*
Try buying on ebay.com or ebay.ca or any other international site*
(*) May have some impact on terms and conditions/how cases may be raised etc. I'm not an expert but best ask the buyer to check for themselves.
One random thing you could try is changing your SD carrier options to only Royal Mail, and see if that works - if not to only Evri and try; then only Inpost and try; then only DHL and try. This will likely increase the postage price for the buyer - for DHL by quite a lot.

·4 months agoUnfortunately I lost my buyer on this one, even though I spent hours trying to get hold of someone at Ebay to help. They were totally unable to give me a reason.
They told me not to exclude Evri and InPost as shippers for Ebay Simple Shipping but it didn't make any difference. (I had excluded Evri as they keep losing parcels).
They told me the buyer must be overseas. No - he's in Sunderland and I'm in Kent.
I cannot for the life of me work out what the is issue is. I'd delete the listing and start over, but I just want to be sure this won't happen again!
The buyer wasn't that patient, so I don't think I'm ever going to know.
The drone was expensive, so I didn't want to have to choose Royal Mail only, as it would only have been covered by Special Delivery. Maybe that could be it?

·4 months agoAs I said, there have been many sellers on many threads with this/similar issue. It particularly seems to affect technical stuff - e.g. computer parts (and your drone). I've not read all the threads, particularly the recent ones - AFAIK noone solved it nor got any more info than that comment from Marco. Possibly, I can't remember as there are lots of vaguely similar issues, some sellers managed to change enough of the listing to allow a buyer to buy - but noone actually worked out what was the specific change which was required.
Another thing to try is to put the buyer on your exemption list, if it happens again. I think other people tried it and it didn't make a difference for them, but the algorithm is that is blocking a buyer appears to be complex [and could change at any time], so it's worth a try as it only takes 10 seconds. https://www.ebay.co.uk/bmgt/ExemptBuyers

·4 months agoMy workaround has been not to use wifi but use 4G/5G - not sure why this should work but it does. The problem has happened since our house was connected to full fibre - I have a banking app (Virgin) that only works on 4G/5G and not wifi, so I thought I would try the same with ebay and suddenly I could make the purchase that hitherto was unavailable due to location issues. Not sure why this is happening from a technical perspective, but worth a try!

`Unfortunately I lost my buyer on this one` ... I was the prospective buyer in the above post. Both seller and myself spent quite a few hours trying to find a solution. Interestingly, in order to establish that my account was working fine I purchased two small value items on ebay without a problem.
ebay agent `Robert` who I contacted said I had to get a quote from seller for postage and that the item was not available for posting to my location in UK. I told `Robert` that it was and that seller had no issue with that and that he should contact seller to verify. Robert appears to have took issue with my reply, stated `Here we go` and hung up on me!
I went on to purchase a DJI drone on Amazon without issue. However, just prior to compiling this post, I attempted to purchase a battery for the drone on ebay, and from a different seller in UK, but again fell foul of the same error message.
Given that my earlier purchase of `...two small value items on ebay without a problem` had nothing to do with drones, or DJI, why is it that this block on purchase was triggered when I attempted to purchase two DJI related products ... common denominator?

Said 'It's nothing at our end' etc. etc. Well, I don't have a VPN engaged, cleared caches etc. Occasionally I can purchase something by selecting 'buy it now' button... but cannot accept offers from a UK seller... eBay NEEDS to sort out this issue, as it's obviously at their end as there are hundreds of complaints on the internet about this issue #ebayuseless

I had the same issue a few minutes ago when trying to buy some cheap consumer electronics.
I was able to correct it by:
1. Click 'Account Settings' under the drop down in the top left of the screen.
2. Click 'Personal Information'.
3. Navigate down to 'Personal Information' area of the page.
4. You will see an address listed. If wrong change to your correct address. If correct, change it to a friend or family's address. You will still be able to deliver the parcels to your own address.
In my case, this fixed my issue as my address was one listed in the USA. Hope this helps.

No thanks to the shameful ebay 'support' who frankly even to meet there own rules, shoddy corporate.
Saddly all the prices seem to have gone up in the 4 - 5 months it was not working, so respect and trust for ebay, well lets just say it hasn't improved a dot, quite the contrary.
I wonder and hope for other so afflicted by ebay things benifit from teh same miracle and it goes back to how it was working, progress eh?

·1 year agoSo sad to see this issue has been ongoing for months. I was trying to purchase some birthday cards and children’s clothing today when I came across it. Have since tried multiple items from different categories, checking out as guest and using both the app and the website (even different browsers) only to get the same error no matter what. I don’t have a VPN so that can’t be the issue!
Both times I connected to an agent in support they cut me off as soon as I clearly explained the problem.
Absolutely ridiculous.

·1 year agoJust an update I tried when on holiday in Portugal last week and was able to buy two of the Siemens plc related items I was unable to from the UK, using my phone and the eBay app as had been tried before (as well as on web browser). Definitely region specific when buying physically in the UK for some items. Pathetic eBay unable to deal with, still has saved me some money I suppose!

·1 year agoSorry to hear this, it is VERY frustrating , as is the lack of ebay realisations/support.
It'll help to report it to customer services, it'll be a pain getting past the 'bot' insist on chatting to an Agent...
They try to tell me they had no reports of others haing the issue , despite suggesting to them the sear the community for it, its not just me -and they've have been about as much help as a chocholate teapot.
The more report this the more likely they'll be to actually do something, hopefully.
I have 2 case numbers from support for this, 1-496446734879 and 1-495932915541 feel free to tell them 'me too' and mention them.
I gave up trying to buy via ebay, so someone has lost out on ~£700 and fees, I went retail due the problem on ebay. I'm still faced withthte problem trying toget a DJI Mini 3 Pro drone though, same 'error'. Either ebay have done something with my account that I can't see, or there is some forme of logic error that is only affectimg some users. - I put a post on the error on the #Technical group,

Note that the first half of the error code seems to vary a bit, by item, but the second half remains the same.
According to Ebay's CS there are no restrictions on my account, the seller had removed any exemptions on my account, despite we're both in the same country, so what can it be, some wierd description lock and related to my account, particulalrly as from the seller others from our country, have been able to place bids?
'AI' working some 'intelligence'? To me all it requires as a start if for some ebay coder to check the code for what really generates these error codes, but how do you get ebay to do this...

So as UK Ebayer of 20 years I'm not allowed to buy a Garman Car SatNav but another brand like TomTom is fine.

This 297457102415 was a BIN that gave me the same error, but sold but not to me beacause of the error
There could be other categories , but I can't risk bidding in case I end up with something I dont want. But only last week Sucessfuly got a pair or tyres.
I do wonder if it may have something value related, can't think of what else (although from posts relating the the same other others have have problems with things 'Siemens' and 'Lockheed' most peculiar), have no idea from the 'error'. The tyres were <£75, whereas the drone video card bids have all been over >£300, could be value related? Though Customer service have not been no help.
I seem to be left hoping for an ebay miracle ofr wil have to just give up for any of these items, and possibly others which is rather sad after over 20 years as a ebay user.

b) if BIN, at checkout when trying to pay.
All the sellers 'Post to' include our home country.

The error message can be given (at least in some scenarios) because of settings on the seller's account and there is no suggestion you can do anything about it.
It's probably worth 2 minutes to try my suggestion in message #47, but I wouldn't be that hopeful.
I did also suggest above, someone post a couple of item numbers. Again I wouldn't be that hopeful but it should only take a minute - please state how far you can get in trying to trying to buy them - e.g. can you add them to the basket, go to checkout etc. - e.g. when is the error shown?

I raised a case over 4 days ago, and no one responsible/the back end 'invisible' fixers are comunicating.
Have lost out on winning, even just buying some tech items of £400 and £800, a totally miserable and frustrating experience, dare I say disrespectful!

·1 year agoI'm receiving this message too when I try to purchase from Japan/the discounted offer from the seller (I'm in the UK and there should be no issue). I have no issues purchasing other items from around the world e.g. Australia, USA, China, India, Sri Lanka, Afghanistan, Pakistan, etc.
1984 Ebay is a disgrace and is preventing purchases and sales.
Get your banana system sorted ASAP Ebay (or perhaps we should go elsewhere).

·1 year agoI can only suggest a few of you post up to 4 item numbers that you are getting the error on; and hope that someone from ebay reads this thread.
And anyone who hasn't already spoken to customer services, to at least try it.

I have this block across multiple devices, a couple of browsers and the ebay 'app', same nonesensical 'error'
All I've got from support is well you've used a VPN, and it may / can cause suspicious activity on your account... yet they can't explain why the error, and of course I can't get to / be put in touch with any proper tech/code support to explain whete there error trapping/ message is really about.
Usual, sign out, dont use vpn, clear cache cookies etc and wait 24 hours... Well despite that problem is still exactly the same. 😞
Odd that I can bid/offer/buy other items just not (that I've experienced) GPU or DJI Drone, and so far even getting a case and alledged escallation - nothing from support, its really miserable.
Support have stated they're not getting any other reports of this error -
So If any of you are, I suggest reporting the error, the more it gets reported then maybe they'll start to look into it.
Nice to know that as a 20 year 'customer' of Ebay my duration's not getting any recognition from Ebay service.

·1 year agoInterestingly I was able to purchase a different item which game me all the usual options 116542544345, however the other items I was attempting to make offers for or buy still get the same error. Strange.

·1 year agoI'm also now getting this issue in the UK, normally use a VPN on the computer (wonder if that might have triggered something on eBay?) but same when it's disabled or even on phone.

·1 year agoThis issue, which eBay is completely ignoring, is meaning I'm having to Google a bit more and then shopping elsewhere. There's several items that this is happening to that I wanted to purchase and seller's are clueless and confirm I'm not alone. (No VPN, buying in UK, other listings are fine.)

·1 year agoIf you are able to purchase as a guest successfully, the problem is likely related to your account.
If you are unable to purchase as a guest or using a different eBay account, the problem is either with your network (VPN? Hotspot? Starlink?), with eBay, or else on the seller's end. The seller may not have specified shipping correctly, for instance.

·1 year agoIcan buy other items as normal on eBay - there's no problem there so assume my account is working fine. I'm trying to purchase some Garmin accessories I can't bid or make an offer on them. The items (all from different sellers) are all about to lapse with no bids so I suspect that there's an issue on the eBay side of things.

·1 year agoSame issue for me… Unfortunately, this item isn’t available for purchase in your location… thought it might be a nord vpn issue but it’s all turned off and cookies cleared… trying to bid on a Garmin watch so it might be linked to electronics purchases… but why me?

·1 year agoFunnily enough i have NordVPN also (browser plugin) on the computer, but was working fine until recently on computer and phone. Now not workging (as of June 25), same error.

·3 months agoSame here. Even after all this time they still haven't sorted it. It blocked me from bidding on a garmin watch, then stopped me accepting a reduced price offer on another garmin watch. It let me buy a £10 tray though.

·1 year agoSame here, it is happening with certain electronic component listings, like diodes, capacitors etc. I have been on the phone with eBay buy they fob me off and say it’s a sellers problem. Looks like eBay’s own restricted item algorithm is working overtime , I’m just a hobbyists trying to buy a couple of components.
Come on eBay smarten up and stop letting AI ruin your platform.

·1 year agoI'm another one. Trying to buy a bike chain and have tried several suppliers in several locations. I was also fobbed off via support who said they would escalate it up to the next department and get back to me - that was the last I heard!!!

·10 months agoSame with me. Been escalated with a ticket to support but nothing back. I can purchase some items and not others. I wouldn't bother messing with internet cache, cookies etc. it makes no difference. Web or app both have the issue. Delete and re- download app, no difference.
Just going to sit it out and use Amazon instead.

·10 months agoIt is a very sad reflection on ebay and its management. What ever the problem was had to be partly related to account as it was the same for me across 3 devices, 2 browsers and even teh Android app, so the only comon denominators? account & ebay ?
All it needed was for support (real support and probably technical to work woth me but no, basically just blamed and ingnored the user/customer. Such a sad 'management' and or culture.
I hope they resolve it for you and soon, but it would appear its more down to luch rather than actual interactive user/customer support or even respect.

Network connection? Using a VPN, hotspot or Starlink network? Try another network connection to rule out a problem with that.
Try purchasing as a guest to rule out a problem with your account.

Seller as confounded as I am and lost a sale. Ebay needs to get on top of this or people will be going elsewhere.
