Cant add card for payouts

I'm not sure what is going on with eBay lately. But it asked me to add a card to get payouts. "Your payouts are on hold because the payment method you have on file could not be charged for any outstanding selling costs. Please add one to get paid." But everytime I try and add my card, even my parters card, it just says "We couldn't verify your updated details. Please review them and try again.".
Does anyone know how to fix this issue? I tried speaking with support, but they just said wait 24-48 hours. I don't think that will help to be honest.

Some things are just not possible on the app, so if using switch if you can to a laptop/PC and try Chrome that seems to work best with eBay and try adding your payment details here:

Ensure the card has at least 6 months validity , too.
