If you mean the 'Send offer' & 'Promote listing' buttons that appears above each item on your Active listing page, I think it is just eBay suggesting you can send an offer if the item has watchers, or is in a basket - or promote the item if it has not got any watchers.
It is up to you if you want to do either or neither.
i had an item that i could send a best offer for but when the time was nearly up for the item to be relisted the best offer feature was missing and replaced by promote listing
I'm still not quite sure what you mean. You can only send offers to buyers that meet the criteria, so it may be that a buyer took it off their watch list/out of their basket so was no longer eligible.
The Promote feature is one that needs to be selected in order to add it to a listing and get charged for it, it's not something that just randomly gets added by eBay. If you don't want to promote a listing just ignore it.
Not sure what you mean by this, if you don't send out offers a listing isn't then Promoted, only the seller can select to use that feature becuase it's chargeable.
