If a refund has to be made, and there is no money in the Available section of your Payment Summary, eBay will take money from the bank account you have registered for eBay's Managed Payments.

Everyone has to link their Bank account to Ebay if they wish to sell. Ebay require your bank details because this is where they will send the money from any sale to you. Be aware that if you are a new seller then Ebay will hold onto this money for a while to start with.
In short this is also in case someone is not happy with an item and you have to refund. Also its for any Ebay fees that you may rack up.
