Are sellers penalised for cancelling orders owing to issues with the buyer's address? | Seller Central

A buyer bought something from me two days ago - when I looked at the order, it was clear that it's been bought by a Japanese forwarding company with an address in the UK. They put the eBay number in their address which has led to most of the address not being visible (basically company name and town, no road) - I queried this with the buyer who said they'd take it up with eBay. I haven't heard from them yet but eBay say there's no way around this but to cancel the order. Will I be penalised for cancelling and picking the reason of issues with the address?
