Another user has viewed the item more than once. Sometimes it is a sign of interest, eBay view it like that, but more often than not the user has either done that by mistake or decided they don’t want the item after the 2nd look.
It can still be worth sending offers, I have had the odd sale in the past from sending an offer to a non-watcher.
If you try to send an offer and it fails as ineligible, that is common too. My guess is that is because the user has gone on and bought the same item off someone else and eBay don’t want to trigger an order cancellation.
Also 'Buyers' - can opt out of receiving offers. They are usually someone with something similar they are considering selling and and are looking to see what it will sell for.
I agree, most of the offers I get are from price checking items I have in hand to list myself.
I have suspected a few times that when I send offers out it is just other sellers who are happy to see the listing locked from further offers going out for 4 days. A bit of eBay dark arts.

·1 month agoYou can send offers to people who have viewed your item even though they are not watching it.
