The seller underpaid the postage and made out it was my fault

I never requested a refund and therefore I do not understand why eBay's records now state that I was refused a refund. My only communication was to the seller to explain that the item had not arrived because Royal Mail had held it due to insufficient postage being paid by the seller. I subsequently paid the £1.50 surcharge myself. I didn't request the £1.50 be repaid to me but the seller wrote I had not paid enough postage but, the seller underpaid the postage and made out it was my fault.

I seem to be reading a lot of cases where RM are saying that there is a surcharge due on parcels.
With the introduction of Simple Delivery, sellers do not seem to be choosing the correct weight band. If they were a business seller, then they should know better.
