NEED HELP WITH COMBING POSTAGE COST FOR BUYERS

Recently noticed that my £5 postage cost is being applied per item and not for the whole order.
For example if someone were to buy one item postage would be £5 but if someone was to buy three items postage would be £15 when I want it to be £5 I spoke to an agent who said the only way to do that is let the buyer pay for postage then refund them but that doesn’t make sense to me is there.
I already have my combined postage to -£5 for every extra item but when I use another phone it still says £5 per item.

OP3 weeks agoI gave up and made them free if you can tell me how to set it so that the postage is always £5 no matter how many items they do that would be much appreciated
