unable to refund
there is a case on my account for item not delivered, but returned to myself as unable to deliver to seller ,this item is now back with me but i am unable to refund buyer as ebay has blocked a refund while case is in reveiw, buyer is not willing to close case so i can then refund

Was the item sent with Simple Delivery?
Does the tracking show that the item has been delivered back to you?
