Non payers
Is there anything that can be done to cancel bids from a buyer who continually
bids for items then does not pay. I have had a 'buyer' do this twice to me in the past week,
and I can see from the feedback it has happened to other buyers as well.
Surely they can be blocked

Unfortunately , those other sellers have done you no favours by leaving negative feedback for that buyer saying he doesn't pay, for two reason.
One, it's against the rules to leave a neg for a buyer , and secondly, it hasn't stopped that buyer from coming to you and not paying, the neg was useless.
You should always cancel a nonpayment case after 4 days for not paying citing ... Buyer Has Not Paid.
This gives them a strike on their account. Two strikes and they cannot buy from the majority of sellers who have blocked these 2 strike non payers, have you done this? If not, go to your Site Preferences block them now, too.
A serial non payer, showing too many strikes, eBay can ban them from their site.
