Ebay has frozen payouts from my Ebay balance...

Ebay has frozen payouts from my Ebay balance and removed all unsold items from view because I haven't updated my tracking information.
Can't update the unsold items as I can't access them - Ebay won't allow me to (and even if I could, where I am sending them to in order to provide tracking info - they are unsold!)
My sold items have all included tracking references (I bought and printed the postage labels through the Ebay interface) and it won't let me update any tracking references for items which have been successfully delivered - which is all of them.
When I go through the resolution centre, it tells me that there is nothing to see.
Can't access the eBay helpline as it's frozen with a message telling me I'm a robot.
Can anyone help?
